- Allowed Hands-Free Options: Voice-based communication via Bluetooth, earpieces, headphones, or wrist-worn devices is permitted (including one-touch to start/end calls). You can also use dash mounts for navigation or streaming audio (but not video) without touching the device.
- Exceptions: Emergency calls to law enforcement, medical providers, or fire departments; using the device while lawfully parked/stopped; or when the vehicle is not in motion.
- Penalties:
- First/second offense: Up to $50 fine + court costs.
- Third+ offense: Up to $100 fine.
- $200 fine in school zones (with flashers) or work zones (with workers present).
- It’s a moving violation, adding points to your license (7 points for repeat teen offenders under the Eddie Conrad Act, effective 2024).
- Enforcement: Active campaigns like “Operation Hands Free” (e.g., April 2025) involve statewide patrols to target violations.
